Opening, Closing, and Modifying an Account
OPENING A CUSTOMER ACCOUNTThe
opening of a customer account with “Vik” EAD Burgas for the use of water and sewer services
is carried out in accordance with the requirements of Article 59 of General
Terms and Conditions (GTC) for the Provision of Water and Sewerage Services to Consumers by Water and Sewerage Operator
“Water Supply and Sewerage” EAD, Burgas, approved by Decision
No. OU-09 of August 11, 2014, of the State Energy and Water Regulatory Commission (
SEWRC). An account
is opened by submitting a written Application for Review
of a New Subscriber/Account Opening (
Form 1)),
accompanied by:
(1) When opening an account for temporary service
— a sketch of the property, approved by the Company
— a copy of the title deed
— a preliminary contract
— a diagram of external water and sewer connections, approved by the Company
- a building
permit- proof of payment of the fee for survey and account
opening- a drawing of an approved water meter assembly or water meter pit (for water pipes installed at water service connections
)(2) *When opening an account for a permanent water
supply*- a sketch of the property, approved by the
Company- a diagram of external water and sewer connections, approved by the
Company- a copy of the title deed (notarized deed, document establishing a
right of use of the property)
— in the case of co-owners or joint spousal ownership— Agreement /Form

(4) When opening individual accounts for properties in condominium
ownershipa/ For a new building within the meaning of Article 59, paragraph 6 of the General
Terms and Conditions (GTC) for the Provision of Water and Sewer Services to Consumers by the Water and
Sewerage Operator “Water Supply and Sewerage” EAD, Burgas, approved by Decision
No. OU-09 of August 11, 2014, of the State Energy and Water Regulatory Commission
.
Documents for opening individual accounts for all separate
properties within the condominium must be submitted to the relevant technical district
before submitting documents for the final contract:
-
Applications for opening individual accounts (Form 1), completed
separately for each owner—either in person or by a representative—accompanied
by a title deed. -
Documents confirming payment of fees according to the established fee schedule
—the client submits a table based on the template, containing data including
the names of the individual units, owner information, proof of
ownership, the type of metering device, and the installation
date. Subscriber (user) numbers are created
in the water and sewerage service metering and billing system, following the submission
of a copy of the certificate of building commissioning and the payment
of all outstanding amounts on invoices issued for the common water meter prior to the issuance
of Act 16.
b/For existing buildings under condominium ownership for which no
individual accounts have been opened and there is an accumulated debt on the common water meter
within the meaning of Article 59, paragraph 7 of the General Terms and Conditions:
- Consumers shall provide information regarding the owners of the individual units
in the building, the number of residents, the number of
individual water meters installed within the metrological inspection period, as well as information regarding the manager
of the condominium or another person authorized by the condominium owners
.
-Consumers whose properties do not have individual water meters installed within the metrological inspection period
shall ensure their installation, testing, or replacement
and provide the necessary documents to the water and sewerage operator.
-Within one month of the submission of all information specified in the preceding
two points, the operator shall open individual accounts and officially allocate the accumulated
debt on the common water meter in accordance with the requirements of Article 25,
paras. 1 and 8 of the General Terms and Conditions

- A copy of the certificate of commissioning (Act 16
) - Documents proving payment of fees and deposits (for buildings intended for seasonal
use) by each of the
ownersII. CHANGE / TRANSFER / OF ACCOUNT
The transfer of a customer account with “VIK” EAD Burgas is carried out in compliance
with the requirements of Articles 61 and 62 of General Terms and Conditions (GTC)
for the Provision of Water and Sewerage Services to Consumers by the Water and Sewerage Operator “Water
Supply and Sewerage” EAD, Burgas, approved by Decision No
. OU-09 of August 11, 2014, of
the State Energy and Water Regulatory Commission (SEWRC).
A change to an account is made in the following cases:
- a change in the owner, evidenced by a document certifying
the acquisition
; - upon the death of the account holder
;- upon the account holder’s departure from the family residence as evidenced by an official
document
. The account change is processed by submitting a written Application for Account Change,
accompanied by:
(1) For individuals
— A copy of a title deed (notarized deed, document establishing a right in rem
to use the property, court decision)
— A certificate of heirs (if the registered owner has passed away)
— Agreement /Form

- An extract from the company’s registry file proving the absence of any outstanding obligations to
the
Company- A document confirming payment of the service fee in the event of non-compliance with Article 61, paragraph 1
of the General Terms and Conditions*
(2) For legal entities*
— Copy of a title document (notarized deed, document evidencing a real
right of use of the property, court decision)
— Account statement proving no outstanding obligations to
the Company
- Proof of payment of the service fee in case of non-compliance with Article 61, paragraph 1
of the General Terms and
Conditions- Documents for changing the tenant’s account are not accepted if
there are outstanding water and sewer service obligations from the previous tenant.
A change to the tenant’s account is made by submitting a written
Application for Change of Account,
accompanied by:

A copy of the lease agreement for the leased properties-
All documents listed under items 1 or
2III. ACCOUNT CLOSUREThe closure
of customer accounts with “VIK” EAD Burgas is carried out in compliance
with the requirements of Articles 63 and 64 of General Terms and Conditions (GTC)
for the Provision of Water and Sewerage Services to Consumers by the Water and Sewerage Operator “Water
Supply and Sewerage” EAD, Burgas, approved by Decision No
. OU-09 of August 11, 2014, of
the State Energy and Water Regulatory Commission (SEWRC). An account
is closed in the following cases:

By the previous account holder upon a change of ownership
-
Upon a change of tenant
-
Upon cancellation of water and sewer services
An account is closed by submitting a written [Application for Account Closure

by the subscriber (an individual or legal entity), stating the exact name
of the applicant and the address of the property receiving water service, accompanied by:

A copy of the title deed

A copy of the purchase and sale agreement

A copy of the lease agreement and a document terminating the lease
relationship -
A copy of the certificate of heirs
-
An extract from the account file proving the absence of outstanding obligations to
the
Company. Applications must be submitted by the owners or users of the property, as well as by
authorized representatives, who must attach a copy of the power of attorney.
Services are paid for according to a price list approved by the Executive Director
of “ViK” EAD, Burgas.
Applications—along with the listed documents—to initiate the described procedures must be submitted at the offices of the Operational Districts, the
cashier’s offices of “ViK” EAD in Burgas, the facilities in “Meden Rudnik” and “Slaveykov
,” or at the Customer Service Center at the central office of “ViK”
EAD at the following address: Burgas, 3 Gen. Vl. Vazov St.
The water and sewerage operator has the right to open, modify, or close a
consumer account ex officio upon submission of data from the building register, the condominium manager
, or another document certifying
