Replacement or inspection of individual submetered water meters and submetered water meters classified as common-area meters.
Any water meter installed downstream of an existing main water meter on the water service line in a property with more than one consumer is considered a sub-meter. Water meters classified as common-property meters are all accountable water meters installed downstream of the main water meter in buildings with common-property ownership. Pursuant to Article 11, paragraphs 4 and 5, of Regulation No. 4 of the Ministry of Regional Development and Public Works dated September 14, 2004, on the conditions and procedures for connecting consumers and for the use of water supply and sewerage systems, in buildings under condominium ownership, as well as in water-supplied facilities with more than one consumer, each consumer must install an individual water meter. The supply, installation, inspection, maintenance, and repair of individual water meters are the responsibility of the consumers. Pursuant to Article 34a of the same regulation, individual water meters, as measuring instruments, are subject to replacement or mandatory periodic inspection every 10 (ten) years, at the consumers’ expense. Metrological verification is performed by independent laboratories authorized by the State Agency for Metrology, Technical Surveillance, and Standardization (DAMTN) and is certified by a mark affixed in accordance with the Regulation on Measuring Instruments Subject to Mandatory Metrological Control. In the absence of this mark or if the mark has expired, the collection agents of VIK – EAD – Burgas will issue a notice requiring a follow-up inspection or the replacement of the water meter with a new one that complies with Article 5, Item 9 of the Water and Sewerage Operator’s General Terms and Conditions. The costs of inspecting, repairing, or replacing individual water meters are borne by the consumers.
In this regard, and for the convenience of customers, the Water Supply and Sewerage Operator – EAD – Burgas has authorized the company “VIK Expert” EOOD to provide a comprehensive service package—installation, removal, delivery of a water meter, and sealing of the meters belonging to the condominium to the network—located within the Company’s operational territory. The fee for this package service is collected and paid on-site, without the need to fill out a sealing application in advance at the VIK EAD - Burgas and a subsequent wait for the data from the old and new water meters to be recorded.
