Replacement, maintenance, and metrological verification of individual metered water meters in buildings under condominium ownership
Regulations and Laws Concerning Water Meters as Measuring InstrumentsWater meters
are measuring instruments (SI) designed to continuously determine the volume of water passing through them. They are equipped with a measuring mechanism connected to a display device. Their purpose is to ensure the accuracy and reliability of measurements through national standards established for their traceability and a national system of certified reference materials. The Measurements Act regulates public relations related to ensuring the traceability and reliability of these measurements.
Pursuant to the currently effective Regulation No. 4 on the Conditions and Procedures for Connecting Consumers and for the Use of Water Supply and Sewerage Systems, (Art. 34a) Periodic inspections of individual water meters, as instruments for measuring and allocating the amount of water consumed in buildings under condominium ownership, are conducted every 10 years. These inspections are carried out by the Bulgarian Institute of Metrology or by persons authorized to do so by the chairperson of the State Agency for Metrological and Technical Supervision in accordance with the Law on Measurements.
About Our Unit
“ViK” EAD Burgas repairs water meters up to and including DN 50 mm in its water meter repair laboratories located in the cities of Burgas, Aytos, and Karnobat. In addition to scheduled repairs and preventive maintenance of meters owned by our operating company (obligations under Regulation 4 of the Ministry of Regional Development and Public Works), our facilities also repair individual water meters—those owned by apartment building owners. The repair and the mandatory state inspection that follows are paid for by the owners. All other meters—common, central, and branch meters—are maintained at the expense of the operator (“ViK” EAD Burgas). Water meters sent for repair, preventive maintenance, or calibration through the water meter workshops of “VIK” EAD Burgas are registered in accordance with the Measurements Act and are submitted for post-repair and/or periodic inspections at independent and authorized laboratories. After the relevant procedures, the meters are returned in operational and metrological working order, bearing a mark certifying the year of inspection, the code of the inspecting laboratory, and the identification number of the inspector.
The service fees for the repair of individual water meters (all meters located downstream of the main water meter or downstream of the first water meter on the water service line) are itemized in the service price list of “VIK” EAD Burgas.
The cost of the state inspection of the meters is determined by the authorized inspector and is included in the invoice for water meter repair/inspection. The
cost of the water meter repair/inspection service is added to the water consumption bills.
